Getting a new phone, want to do prepay as it wont be used much but would like to pick my mobile number for the SIM card. Is this possible without signing up for a plan with one of the providers?

Picking your phone number will be entirely reliant on whether anyone else has that number. I can't tell you if any particular provider will allow you to pick your own number. I'd guess they'd charge for that privilege if you wanted it.

Last time I bought a new phone I got a prepaid SIM, registered with the telco, and then they have a webpage where you can transfer your old number onto the SIM. Or you can do it in-store.

Otherwise you go to a diary or shop and ask to pick through their SIM packs until you find a number you like, I've chosen ones that ended with the model number of a guitar (335) or a binary number (0512) to make it easier to remember.

Yeah you can usually keep your old number without any hassle but 'choosing' a number .........hmmm...not without cost - if at all.

Skinny will allow you to change your number to your choice as long as it is unused by someone else From memory they charge $5 but it will still retain the Skinny first 3 numbers. Alternative is if you have an existing number to port it over
