video editing/ sharpening up images

I have a dash cam video im desperately trying to get the number plate from another vehicle, its low light, and abit blurry, what program/ software would i need to be able to zoom in and sharpen up the images in the clip?

CSI mange it. But in all honesty you're pushing it uphill. The likelyhood of being able to reduce blur is very low if not impossible.

Before you try anything make a copy of the video and leave it alone. So you have an unmodified original.

I use Topaz software. Free trial...might be all you need.

Find the best frame of the number plate.
With some luck whatever you view your vids on will allow you to export it as an image, preferably a Tiff rather than a jpeg.
You can then use some deconvolution software on it.
Focus magic or Topaz sharpen are a couple of good places to start.
Tec. has come a long way in the last 5 yrs.

I once got 8 frames from a video and added them together in pairs. I got the correct rego number of the guy who tagged my fence.

Sometimes you can open frames in a image program like photo shop (or free ones) and adjust the light balance and it's possible to see stuff the original doesn't show.
