If any report is to be mandatory it should only be for purchaser commissioned reports. The legal liablity of providors to third parties is murky.

No, it's people manufacturing that's causing the problem. P use only causes traces of residue well below the levels considered to be contamination.

Testing tenants is just a way of landlords flexing control over their tenants and ensuring they are considered third class citizens.
