What does the Category 'RD197C' mean please.?

Thanks I see plenty of other homes with this category .
Is this anything to do with the fact , the now , Councils have either lost or claim to have lost , of course with a fee can then find all the info required ?.

And what determines 'average quality'???? Is it workmanship, the materials used, the comparison between what was generally used then vs today a obvious example being window glazing??? Realistically if what is required in residential builds then is compared to what is required today, most would fall into the classification of 'below average quality' wouldn't they? WARNING WARNING - DON'T BUY A 70's HOUSE - DANGER DANGER ...........

Although wooden framed, single glazed has a marginally higher R value than double glazed aluminium framed.
