"I'm informed by a Widows10 message that I can by using their app to connect my Android phone to my laptop" Isn't entirely an understandable sentence. You can indeed use an app on the computer which will enable you to both send and receive text messages if/when the phone is nearby but you are using the computer. It's quite handy. It's called 'messages for web'. Is this prehaps what you're referring to ? If so it's completely safe. Otherwise theres other means and reasons you might wish to connect the phone and computer together either wirelessly or by usb cable. Depending on what you wanted to do that would generally be perfectly safe. If you can post the EXACT message it'd be a help.
