if there is data on it you may need then you might try calling Apple and see what they can do. you may need to provide proof of ownership in some form or other. otherwise factory reset if it lets you, i vaguely recall not being able to do so one time because it still needed the previous owners appleid and password...

I wish you the best of luck to get Apple to assist you without having to listen to several hours of music on hold, scanning & emailing the same documents to them at least 3 times, a constant headache from bashing your head against a brick wall... the whole apple process is sales driven.. in that they muck you around so much that in the end you give up and buy a new one.. our dumpster at work has just had an iPad thrown in it with the exact problem as detailed in the op post...

I assume op is referring to the screen lock password. You could do a factory restore with iTunes or 3utools. But it will most likely need the Apple ID and password to activate.
If you know the Apple ID, you could try to reset the password at www.icloud.com but you would need access to either the previous owners phone, email or/and be able to answer security questions.
Or get someone to do an icloud bypass...

Basically if you have an iPad that you know NOTHING about, (passcodes, password, Apple ID's or security questions etc etc) then you need to contact Apple who CAN rescue it back to factory / straight out of the box state, but will do everything NOT to do it!!

Everyone should have a notebook with all this info in it should anything happen and then there is no,problem. I have all that info listed and all my different pass words for different things. It’s worth it.

Note To Burglars:
When you break in, make sure you get both the iPad and the little notebook !!
