Does the 3070 magically appear on retail websites at 2am? Is this what happened with the 3080 release?

I got a 3080 on launch night and the PB website was supposed to be live at 1am on the night of release, but they had issues getting the cards to go live on the site so the products didn't start showing until about 2:30am.

But yes, theoretically the sites should turn the products on at that time and you need to be quick enough (or more accurately lucky enough) to get one.

Also, hopefully they do a better job with the 3070 launch than what they did with the 3080 launch too. I was lucky enough to get my 3080 just a few days later, but overall the 3080 launch was one of the worst I have ever seen. An absolute shambles.

Did you even read the link you posted? The 3070 is nearly level with a 2080 Ti which is a much more expensive card and the 10 series doesn't even got a look in these days.

I don't get this...... In the history of graphics cards there has never been a flagship GPU that has not performed better than the previous gen flagship?

If you go back far enough the GeForce FX/5xxx was slower than the previous gen (at least in the games that were available at the time)
