I think it's just a 1961-D Lincoln Cent, but I don't think the second "1" is broken on the surface as such. Anyone seen this as a recognised error?

One question here:
Is it illegal to possess, or sell forged banknotes?
I would have expected so, but ive seen dealers at our local annual coin and stamp trade fair selling some of those forged NZ $100 notes that were doing the rounds some time back, and yes they were asking well over their face value, which seems bizzare to me, since it technically shouldnt have any value at all!
They were pretty much just scanned notes being pushed through an inkjet printer anyway, so dont understand why collectors would see such high value in them?

I think a lot of the legality of it turns on the intent to deceive. Copies of coins are sold on TM, so I cannot see why copies of notes cannot be, though that may only work for items that are no longer legal tender here. Hmmm, that's a tricky one. I added "here" to the sentence above because copies of older US coins are sold on Trade Me, and all US coins remain legal tender, but not in NZ. And in fairness, the copies often (but not always) have the word "COPY" embedded in them.

Either way, if a seller KNOWS s/he is selling copies, whether of coins or notes, they should be advertised that way.

There was a great story a few years back from the US of someone trying to use a fake note:

Of course, anyone that actually understands US currency/coinage will know that images of living individuals do not appear on circulating US money. And that there's no such thing as a $200 note in the US.

Another classic forgery scam was to cut the 100s from the corners of a US $100 bill along with the image of Ben Franklin and glue them onto a $1. The scammer would pass the $1 off as a $100 and exchange the damaged $100 for a new one at a bank.

Could have been something loose sitting on the die or the blank. Any sign that it could be a delamination, i.e. part of the surface broken off because of a flan flaw?

I trust you found it was 250,000 so fairly common.

Interestingly enough I saw an article saying that even though they are legal tender banks may not accept them which I think provokes some discussion on the nature of fiat currency.

I think it was the Marshall Islands and possibly also the Cooks that refused to redeem their silver coin-like objects that had a face value in excess of melt a few years back. Someone had been building up quite a sizeable quantity obtained as bullion and was hoping to redeem it at the central bank at face, and was essentially told to take a walk.

I can understand small countries like those not being able to keep up with their currency but for the Royal mint to produce a coin and then for the country to turn around and refuse to accept it would seem a bit like defaulting on a debt.
