That PC has plenty of RAM and the CPU is pretty fast so it should have no problems doing those jobs. Mine has half the ram and the CPU is way slower and it runs pretty quick.

There must be a software issue.

in case OP hasn't already, first thing I would do is check the HDD status using hdsentinel, at that age there is a good chance the HDD is failing which could cause these issues
