Can the land agent who is the property manager, and where both are in L3, but different towns, still do the inspection?

If the property to be inspected and the person doing the inspection are both in alert level 3 and there is no 'crossing of boundaries' then yes, a property inspection can take place - with the tenants consent and following safety protocols.
