Our final sign off was end of May, application for CoC submitted early June, still waiting. *they have asked for more info several times, most of it they already had or should have had. If still delayed you could lodge an official information request under the LG OA Act. For example - ask for the record of each step of the application's process, including for each request from the council associated documentation including file notes, and whether they had the information already (or should have). Suggest you will find that action happens quite quickly, mostly because OIA requests are managed at a higher level and get more scrutiny.
