Should be built in software.

I never download software for video chat.

Maybe with it being a 2018 phone, the software is too old and out of date.

Video calling in what program/App?
There are several which do that but both you and the person on the other end need to use the same program/App.

It just lacking the software. One of the most common video chat programs/Apps used is Facebook messenger. There are others. What the OP really need is whatever app the people he wants to chat with are using.
