It depends how the author of the form created it. Some are just boxes for you to fill in by hand but an author can create an electronic form where if the user is viewing it in something like Acrobat Reader they can type in data into the form fields. Frankly, I wouldn't waste my time trying to edit a a "plain" form into an editable form.
