Where can I get these for my Galaxy without having to go through a Samsung Account and agree to all the information requests.

You can use any picture you like as wallpaper.

Static wallpaper, and live wallpaper can also be gotten from the Google play store. Themes also.

I use the app Zedge which has far too many things to choose from!
