tell me why my PC only recognizes my phone half the time I plug in and try to sort / download pictures from it?

Do you always use the same USB port ?
ie is there a port on the computer that the phone doesn't like or is corrupted ?
Something to do with the cable ?
Perhaps the question is what do you do when it connects fine.

Yeah. Try different port. And try different cable.

combination of factors could be the reason:

bad USB port on the PC
bad USB cable
bad USB port on the phone

What type of phone
What type of PC and what O/S

Use google photos, photos will be stored in the cloud, viewable view a web browser. No cables, no problems.

Perhaps you are trying to load photos from an iPhone to a PC (non Apple device). PC software may not recognise a non microsoft connection.

with mine - usually a box comes up to allow access - same if I want to charge my iphone 6 on computer - although I do have to make sure my phone is on when I plug it in & sometimes I have to do it 2x to make sure my access message appears? maybe thats it?
