When building a new home under turn key , at what stage do you become liable for the council rates. Technically ownership doesnt happen until the title is through.

Rates are payable when settlement happens. When title is given .So if the settlement day is 1 March, you are liable for rates from 2 March. If the developer has paid the rates through to 30 June 21, you will pay him as part of settlement for rates from 2 March to 30 June. Rates are struck on 1 July so you would start paying rates again from that date. However some build contracts have the purchasers paying rates from unconditional date, you can find all of this in the sale and purchase agreement you signed for your turnkey.

It depends when you settle the section. Some building companies will get you to settle the section up front so then you are liable for rates. Even if they don’t get you to settle up front the rates will be built into your build cost.

This. If you buy a section, you still pay rates on it even if there is nothing built on it as well

Based on timing, it's possible that even if you take on responsibility for the rates on a completed dwelling (say today), it will be just the rates on the vacant section until the rating database is updated for the start of the rating year on 1st July.
