jpg is a downgrade - why the need to change? you can try irfanview if you need a photo viewer, and will also save them as jpg

Most even basic paint programs will give you a Save As option once you have opened them up and allow you to save a copy as a new file type if you choose from a dropdown list eg jpg. Would be best to make sure you keep the tif files though as depending on what if any compression ratio your software is set to by default, the new file can lose from the original quality. I usually use around 10-15% compression for general work.
Since you are on Win 10, the easiest way would be to use Paint, which is built in. Just click the start - Run, type in paint. Open the tif file you want and File Save as jpg.

Don't use paint as it uses very high compression.

Try this programme, it is free and should work on any version of windows:

https://sourceforge.net/projects/bulkimageconver/

It is open source so won't have any spyware etc. on it.

Tif is a lossless file format, Archival, I.E. no matter how many times you open it and save it again the data stays intact. Jpg is a lossy format, every save as jpg will subsequently discard data, the first few saves nothing you will notice but keep at it and it will soon turn into a mess.

Save it as png if you need a smaller file size that everything can read, it, like tiff, is lossless but contains good lossless compression.

problem is that when you want to use the image, some programs will only see a jpg image - I wanted to use the save as .. my xp computer will be able to do it..

Yes, but you don't have to save the JPG, just open it without saving it. Who's doing a million edits on a jpg image anyway?

Maybe it doesn't in the newest version, but in previous versions it used to make a massive difference to quality.
