Video tape playback is better when speeded up

1 | What could the problem be? Playing a video tape back only a little fast forwarded speed lets the image play fairly well, but at normal speed there is lots of black and white flickering appearing images. The might be a very common problem with video tape playback because the same black and white appears with other video tape players I have used in the past, although I do not recalls having experimented previous times this happened with speeding up playback using the fast forward feature.
