23% proposed rates increase Wgtn

Mayor Andy Foster is saying a decision hasn't been made. If it's, "far too early to speculate on the size of a rates increase", then why bring out that figure at all?

I think that councils around NZ are saying that they need central govt to pay more for the upkeep.
